PROJECT BACKGROUND

The pattern of active working population is changing in most European countries. There are different factors influencing this change. First of all, the population ageing phenomenon is persistent due to continuous increasing of life expectancy and staggering birth-rate. Second, the massive retirement of Baby-boom generation would not be entirely compensated by the new young labour arriving to active age. These factors should in principle decrease the active labour force.

Some reforms are about to be implemented in European countries in order to face these problems. However, there is a paradox between the measures aiming at increasing of active working life period (in the framework of French pension reform in 2003) and increasing measures forcing the senior workers to take early retirement.

Furthermore, the discrimination against senior workers is persistent. It concerns the access to the labour market and job maintenance, type of contracts proposed, access to vocational training, unfounded prejudice related to the senior workers? productive capacities etc.

Measures aiming at increasing the active working age are not associated enough with sound discussion about the age in the enterprise.
